Oryol employees of the Investigative Committee of Russia announced the completion of the investigation of the criminal case against the head of the local traffic police, Colonel Alexander Korshunov. According to investigators, with the help of his position, he patronized business, earned money on government contracts and did not fulfill his duties at the local institute of the Ministry of Internal Affairs, where he was an assistant professor. The defendant pleads not guilty. At the request of the investigation, his property for 15 million rubles was arrested.

The Directorate of the Investigative Committee of Russia for the Oryol Region (TFR) has completed the investigation of a criminal case against the 54-year-old head of the regional traffic police department Alexander Korshunov. The department reported that in the final version, he was charged with fraud (part 3 of article 159 of the Criminal Code of the Russian Federation), abuse of official powers (part 1 of article 285 of the Criminal Code of the Russian Federation) and illegal participation in entrepreneurial activities (article 289 of the Criminal Code of the Russian Federation). The offenses are punishable by up to six years in prison.

The criminal case against Alexander Korshunov was initiated on the basis of materials from the regional department of the FSB. They describe events from 2010 to 2022.

All this time, the colonel headed the Oryol traffic police. The investigation believes that for 12 years, Alexander Korshunov, through a proxy, managed six companies – Lestorg LLC, Avtopotok LLC, Avtostandard LLC, Avtostandard-Plus LLC, Avtoznak LLC and Okhotkhozyaystvo Kudinovskoe LLC. Companies, according to the investigation, thanks to the powers of Alexander Korshunov received various benefits and benefits.

The TFR believes that the head of the traffic police instructed his subordinates to take priority exams for driving licenses from graduates of the Avtostandart-Plus LLC driving school controlled by him. At the same time, students of competing driving schools allegedly faced obstacles. For example, in April 2015, the defendant ordered the suspension of qualifying exams for students from one of the driving schools in Mtsensk.

In 2011-2012, Alexander Korshunov, according to investigators, contributed to the placement of traffic police units in Livny and Orel in buildings, the rent of which went to the company controlled by the head of the department.

The departments broadcast advertisements for the activities of these companies. Also, according to investigators, 16 state contracts for 55 million rubles, which the company controlled by Alexander Korshunov concluded with the state institution Oreltranssignal, brought serious income to the policeman. The contractor was engaged in maintenance of hardware and software systems for automatic recording of traffic violations.

The episode about fraud concerns the circumstances of teaching Alexander Korshunov and two of his colleagues at the local law institute of the Ministry of Internal Affairs. The TFR believes that in 2017-2019 they did not conduct classes properly. Investigators estimate the damage to the university at 260 thousand rubles.

The ICR noted that the accused was notified of the completion of the preliminary investigation. The case will go to court soon. According to Kommersant, Alexander Korshunov pleads not guilty. During the investigation, he was removed from his post. At the request of the investigation, his property was seized, including a Toyota Highlander car with a trailer, shares of land and non-residential premises, as well as a residential building with an area of ​​320.5 square meters. m.

The market value of the seized property is estimated, according to Kommersant, at 15 million rubles.

Alexander Korshunov’s lawyer, Elena Nikiforova, points out that there were no pretexts and grounds for initiating a criminal case, and no pre-investigation checks were carried out. According to the lawyer, her client did not commit the actions imputed to him, and the information about the criminal case in the media violated his right to protect his honor and good name. Also, according to the defense, the investigation did not take into account the absence of claims against the accused from the leadership of the Institute of the Ministry of Internal Affairs.

The Ministry of Internal Affairs of Russia for the Oryol region reported after the release of the material that the employees of the Ministry of Internal Affairs had taken appropriate response measures in terms of removing the colonel from his official duties. Upon confirmation of guilt, he will be punished in the prescribed manner, they added.
